WATCH LIVE: House of Representatives Hearing on Anomalous Flood Control Projects (September 2, 2025)

The House of Representatives is conducting a joint inquiry into alleged corruption, waste, and substandard performance in the government’s multi-billion peso flood control program. Lawmakers are set to question officials from the Department of Public Works and Highways (DPWH), contractors, and other resource persons regarding projects that have been flagged as non-existent, defective, or overpriced.

This investigation, led by a “mega panel” of three House committees, comes in response to President Ferdinand R. Marcos Jr.’s directive to not ignore “even a whiff of corruption. “The probe will delve into the billions of pesos allocated for flood management initiatives, reports of “ghost” projects, and the alleged cornering of contracts by a small group of favored contractors since 2024.

Stay tuned as the hearing aims to uncover the truth behind these allegations, ensure accountability for the use of public funds, and lay the groundwork for legislative reforms to prevent future misuse of infrastructure funds.

Key Issues to be Tackled:

Allegations of “ghost” and substandard projects, particularly in provinces like Bulacan.

The role of the DPWH and the Philippine Contractors Accreditation Board (PCAB) in the accreditation and awarding of projects.

The alleged involvement of some lawmakers in anomalous projects.

The recent resignation of former DPWH Secretary Manuel Bonoan and the appointment of new chief Vince Dizon amidst the controversy.
