Since 2010, DPWH has awarded over ₱6 trillion pesos to contractors. But with ghost projects and broken roads everywhere, the question is simple: where did the money go?
Since 2010, DPWH appropriations and contractor awards cumulatively exceed ₱6 trillion. Just 2019–2024 GAAs already account for about ₱4.33 trillion in DPWH funding (₱549.4B in 2019; ₱580.9B in 2020; ₱694.8B in 2021; ₱785.7B in 2022; ₱893.1B in 2023; ₱822.2B in 2024). Earlier years show a sharp rise too: ₱650.9B in 2018, ₱351.3B in 2015, ₱206.6B in 2014, and ₱90.9B in 2010. Most of these appropriations were implemented via contracts to private contractors.
