Ilan sa mga nagsampa ay dating mga mambabatas at opisyal ng gobyerno. Ngunit hindi ito tinanggap ng Office of the Secretary General, na ayon kay dating Congressman Mike Defensor ay labag sa Konstitusyon at sa mga patakaran ng impeachment.
