The complainants and endorsers said the impeachment complaint against Pres. Bongbong Marcos was not received because Secretary General Cheloy Garafil is not physically present and they were told no one else is authorized to receive it.
Complainant Teddy Casiño said they left a copy of the complaint with the Office of the SecGen and they consider it filed already.
