The House of Representatives justice committee has started deliberations on the sufficiency of substance of the second impeachment complaint against President Ferdinand Marcos Jr. filed by ex-lawmaker Liza Maza.

Justice panel chair Gerville Luistro said the hearing will test the legal sufficiency of the complaint “not their popularity, not their rhetoric, not their political appeal.”

Kabataan Rep. Renee Co, who endorsed the complaint, said the impeachment complaint accused the President of “systemic corruption” by implementing the Baselined-Balanced-Managed Parametric Formula as the official allocation mechanism for flood control and other infrastructure projects.
