Former DPWH Usec. Roberto Bernardo implicated Senators Bong Revilla and Nancy Binay in the alleged flood control kickback scheme, claiming Revilla got about ₱125 million (25% cut) while Binay received around ₱37 million (15% cut) from projects. He testified that the money was funneled through former DPWH engineer Henry Alcantara and personally delivered to the senators’ residences. Both Revilla and Binay have denied the accusations, calling them false and politically motivated.
