Elisa Rosales Ochoa (3 December 1897 – 20 September 1978) holds the historic distinction of being the first woman elected to the Philippine Congress. Born in Butuan, Agusan, she initially trained as a licensed nurse at the Philippine General Hospital in 1915 and later earned an Associate of Arts degree from National University before enrolling in law school

In 1937, Filipino women gained the right to vote and run for office. Capitalizing on this progress, Ochoa interrupted her law studies to run for Congress in Agusan’s lone district. She won the election on 11 November 1941, becoming the first congresswoman in the country

Ochoa passed away in 1978, but her legacy lives on—not only in memorabilia like the Elisa R. Ochoa Memorial Hospital and midwifery school—but as a pioneering figure who opened doors for Filipino women in politics
