Police Criminal Investigation and Detection Group Director Major General Nicolas Torre on Thursday (March 13) confirmed that he was the one who ordered to not allow Vice President Sara Duterte entry into Villamor Air Base, where her father, former president Rodrigo Duterte, was held shortly before he was brought to the International Criminal Court in the Netherlands via plane.
