Former Bulacan First District Engineer Brice Hernandez dropped a bombshell at the House hearing on anomalous flood control projects Tuesday (September 9), alleging that district engineers like him acted as bagmen for Senators and DPWH officials.
He named Senators Jinggoy Estrada and Joel Villanueva, DPWH Undersecretary Roberto Bernardo, and former Bulacan DE Henry Alcantara as among those involved.
He said Estrada allocated P355 million in several projects in Bulacan, with 30 percent “commitment.”
Hernandez further claimed that Villanueva received 30% SOP in P600 million worth of flood control projects in 2023.
Alcantara, however, denied the claims, saying Villanueva did not have flood control projects in 2023. He also denied delivering kickbacks to Villanueva’s house.
