Independent Commission for Infrastructure (ICI) chairperson Andres Reyes appeared before the Office of the Ombudsman on Wednesday (October 29) to recommend plunder, graft, and bribery charges against Senators Joel Villanueva and Jinggoy Estrada, former Congressmen Elizaldy Co and Mary Mitzi Cajayon-Uy, former DPWH Undersecretary Roberto Bernardo, and COA Commissioner Mario Lipana over their alleged involvement in anomalous flood control projects.
