A heated debate ensued Wednesday (August 13) between senators Kiko Pangilinan and Robin Padilla over the latter’s push to lower the age of criminal responsibility from 15 to 10 for children who commit heinous crimes. Pangilinan, the principal author of the Juvenile Justice and Welfare Act, addressed false information surrounding the law, pointing out that the two suspects in the controversial Maguad killings, while minors when they committed the crime, are now behind bars.
