#TheBigStory | Former Cebu governor Gwendolyn Garcia explained that the P26-billion allocation earlier reported as funding for Cebu’s flood control projects did not go directly to the provincial government.
According to Garcia, the budget was released to the Department of Public Works and Highways (DPWH), which is responsible for implementing the projects.
