Senator Jinggoy Estrada has alleged that Sarah Discaya engaged in the practice of providing “kickbacks” to certain personnel within the Department of Public Works and Highways for each project awarded to her construction company by the DPWH.

Discaya, on the other hand, was firm that she had no personal transaction with DPWH.
