We discuss a flood control plan proposed by American architect Daniel Burnham for Manila in the early 1900s. The plan aimed to transform Manila into a modern, flood-resilient capital by dredging the Pasig River and widening the city’s estuaries. However, the flood control aspects were never fully implemented due to funding, political changes, and World War II. Later, American architects and Filipino leaders had competing ideas for the city’s development.
