Giit niya, walang flood control projects o insertions ang Office of the Vice President (OVP) at Department of Education (DepEd) kung saan nagsilbi siya noon bilang kalihim.
Ayon pa kay Duterte, posibleng pilitin lamang siyang idawit sa naturang scandal dahil sa ugnayan nina Sen. Bong Go at ni dating pangulong Rodrigo Duterte.
