Fingers were pointed and voices were raised as members of the House appropriations committee argued whether to push through with the budget deliberations for the Office of the Vice President on Tuesday (September 10).

Given the absence of Vice President Sara Duterte and her staff — which Rep. France Castro characterized as a “boycott” — Rep. Rodante Marcoleta moved to terminate the budget briefing, citing the “tradition” of the chamber to extend “parliamentary courtesy.”

This prompted the committee’s senior vice chairperson Stella Quimbo to call for a brief suspension of the proceedings, during which a word war erupted where Marcoleta, along with Davao City 3rd District Representative Isidro Ungab, emphasized “respecting tradition.”

“Tradisyon po natin ito, e!” Marcoleta said. “Ang problema, marami dito neophyte kaya hindi nila alam ‘yung tradition.”

Once the session resumed, Kabataan Representative Raoul Manuel objected to Marcoleta’s motion, leading to a vote. Three — Marcoleta, Ungab, and Davao Occidental Representative Claude Bautista — voted in favor of terminating the briefing, while 45 voted against it.
